Greater Macarthur proposals must match Greater Macarthur 2040 and Structure Plan.
Applies to: Greater Macarthur Growth Area land in the Camden, Campbelltown and Wollondilly LGAsA planning proposal for land in the Greater Macarthur Growth Area must be consistent with Greater Macarthur 2040 (November 2018), the Greater Macarthur Growth Area Structure Plan 2022 and its Guide (both December 2022).
Direction 1.14 is a place-based planning direction under the NSW planning system that ties rezoning proposals in the Greater Macarthur Growth Area to three specific strategic documents: Greater Macarthur 2040 (November 2018), the Greater Macarthur Growth Area Structure Plan 2022, and the accompanying Guide. Its purpose is to make sure that when a planning authority wants to change what can be built or how land can be used in this growth corridor, that change lines up with the government's adopted vision for how the area should grow.
In practical terms, when a council or other planning proposal authority drafts a planning proposal (the document that leads to an amendment of a Local Environmental Plan) for affected land, it must check that proposal against these three documents and ensure consistency. If a proposal conflicts with the growth area plans, it cannot simply proceed — the authority has to either bring it into line or seek the Planning Secretary's agreement that the inconsistency is acceptable.
The direction commenced on 1 January 2023 and replaced an earlier version of Direction 1.14, reflecting the updated 2022 Structure Plan and Guide. It does not directly control development applications; it operates at the strategic rezoning stage.
Planning proposal authorities (typically the relevant council, but any body preparing a planning proposal) for land within the Camden, Campbelltown and Wollondilly local government areas that falls inside the Greater Macarthur Growth Area.
It is triggered when a planning proposal authority prepares a planning proposal for land in the Camden, Campbelltown or Wollondilly LGAs that applies to land identified within Greater Macarthur 2040 (November 2018) and the Greater Macarthur Growth Area Structure Plan 2022.
A planning proposal may be inconsistent only if the planning proposal authority satisfies the Planning Secretary (or their nominee) that the inconsistent provisions are of minor significance, and that the proposal achieves the overall intent of Greater Macarthur 2040 and does not undermine its objectives, planning principles and priorities.
The direction expressly links to three named strategic documents: Greater Macarthur 2040 (November 2018), the Greater Macarthur Growth Area Structure Plan 2022, and the Guide to the Greater Macarthur Growth Area (December 2022). It replaces a previous version of Direction 1.14.
A planning proposal must be consistent with Greater Macarthur 2040, as approved by the Minister and published on 19 November 2018 on the Department of Planning and Environment website.
The proposal must also be consistent with the Greater Macarthur Growth Area Structure Plan 2022 and the Guide to the Greater Macarthur Growth Area, both published in December 2022 on the Department's website.
This direction does not apply to Kiama. Kiama is on the Illawarra/South Coast and is not within the Camden, Campbelltown or Wollondilly local government areas, nor within the Greater Macarthur Growth Area. A Kiama planning proposal or DA would never trigger Direction 1.14; the relevant place-based directions for Kiama would be its own regional and local strategic instruments, not this one.
1.14 Implementation of Greater Macarthur 2040 Objective The objective of this direction is to ensure that development within the Greater Macarthur Growth Area is consistent with: (a) Greater Macarthur 2040 dated November 2018, (b) the Greater Macarthur Growth Area Structure Plan 2022 (Structure Plan), and (c) the Guide to the Greater Macarthur Growth Area (Guide). Application This direction applies to when a planning proposal authority prepares a planning proposal for land in the Camden, Campbelltown and Wollondilly local government areas that applies to land identified within Greater Macarthur 2040 dated November 2018 and the Greater Macarthur Growth Area Structure Plan 2022. Direction 1.14 (1) A planning proposal authority must ensure that a planning proposal is consistent with : (a) Greater Macarthur 2040, approved by the Minister for Planning and as published on 19 November 2018 on the website of the Department of Planning and Environment , and (b) the Structure Plan and Guide, both published in December 2022 on the website of the Department of Planning and Environment. Consistency A planning proposal may be inconsistent with this direction only if the planning proposal authority can satisfy the Planning Secretary (or their nominee), that: (a) the provisions of the planning proposal that are inconsistent are of minor significance, and (b) the planning proposal achieves the overall intent of the Greater Macarthur 2040 and does not undermine the achievement of its objectives, planning principles and priorities for the Greater Macarthur Growth Area. Issued to commence 1 January 2023 (replaces previous Direction 1.14)
