Planning proposals must align with the Parramatta Road Corridor strategy and guidelines.
Applies to: Land within the Parramatta Road Corridor in the City of Parramatta, Cumberland, Strathfield, Burwood, Canada Bay and Inner West LGAs (excluding City of Sydney land)When a council prepares a planning proposal for land in the Parramatta Road Corridor, it must give effect to the strategy's objectives and be consistent with the Urban Transformation Strategy, its Planning and Design Guidelines, and staging/servicing thresholds in the Implementation Plan and 2021 Update. Development cannot proceed until land is adequately serviced. Proposals must also be consistent with the relevant District Plan.
This direction ties any rezoning-type planning proposal along the Parramatta Road Corridor to the NSW Government's 30-year urban transformation blueprint for that corridor. In plain terms, if a council or other planning authority wants to change what can be built on land within the mapped corridor, the proposal has to line up with a suite of State documents — the 2016 Strategy, its Implementation Tool Kit, the 2016 Planning and Design Guidelines, the 2016–2023 Implementation Plan and a 2021 update — rather than diverging from the agreed vision.
Relevant planning authorities (typically councils, or the Department) preparing planning proposals for land in the City of Parramatta, Cumberland, Strathfield, Burwood, Canada Bay and Inner West LGAs where that land falls within the mapped Parramatta Road Corridor. City of Sydney land is excluded.
It is triggered when a relevant planning authority prepares a planning proposal for land within the Parramatta Road Corridor as identified on the map on pages 14 and 15 of the Parramatta Road Corridor Urban Transformation Strategy (November, 2016), in the nominated LGAs.
A proposal may be inconsistent only if the planning authority satisfies the Planning Secretary (or nominated officer) that it is consistent with the 'Out of Sequence Checklist' in the 2016–2023 Implementation Plan, or is justified by a study demonstrating better outcomes than the Strategy and Implementation Plan having regard to the vision and objectives, or is of minor significance.
It operates alongside the relevant Greater Sydney District Plan and relies on the Parramatta Road Corridor Implementation Tool Kit (Implementation Plan 2016–2023, Infrastructure Schedule, Planning and Design Guidelines, Urban Amenity Improvement Program Report) plus the 2021 Implementation Update. It replaced the previous Direction 7.3 from 1 March 2022.
The proposal must advance the objectives, including facilitating development consistent with the Strategy and delivering a diversity of jobs and housing.
It must be consistent with the Strategic Actions in the 2016 Strategy and the 2016 Planning and Design Guidelines, particularly Section 3 Corridor-wide Guidelines and the relevant Precinct Guidelines.
It must be consistent with the staging and thresholds for land use change in the 2016–2023 Implementation Plan and the 2021 Implementation Update, as applicable.
It must contain a requirement that development is not permitted until land is adequately serviced (or satisfactory servicing arrangements are made) consistent with the 2016–2023 Implementation Plan.
The proposal must also be consistent with the applicable Greater Sydney District Plan.
This direction does not apply to Kiama. It is confined to land within the Parramatta Road Corridor in the City of Parramatta, Cumberland, Strathfield, Burwood, Canada Bay and Inner West LGAs — all in metropolitan Sydney. Kiama is a South Coast/Illawarra council well outside this corridor, so no Kiama planning proposal or DA is affected by it.
1.5 Parramatta Road Corridor Urban Transformation Strategy Objectives The objectives of this direction are to: (a) facilitate development within the Parramatta Road Corridor that is consistent with the Parramatta Road Corridor Urban Transformation Strategy (November, 2016), the Parramatta Road Corridor Implementation Tool Kit, and the Parramatta Road Corridor Urban Transformation Implementation Update 2021, (b) provide a diversity of jobs and housing to meet the needs of a broad cross -section of the community, and (c) guide the incremental transformation of the Parramatta Road Corridor in line with the delivery of necessary infrastructure. Application This direction applies when a relevant planning authority prepares a planning proposal for land in the City of Parramatta, Cumberland, Strathfield, Burwood, Canada Bay and Inner West local government areas, that applies to land within the Parramatta Road Corridor as identified on the Map titled Parramatta Road Corridor on pages 14 and 15 of the Parramatta Road Corridor Urban Transformation Strategy (November, 2016). Direction 1.5 (1) A planning proposal that applies to land in the nominated local government areas within the Parramatta Road Corridor must: (a) give effect to the objectives of this direction, (b) be consistent with the Strategic Actions within the Parramatta Road Corridor Urban Transformation Strategy (November, 2016), (c) be consistent with the Parramatta Road Corridor Planning and Design Guidelines (November, 2016) and particularly the requirements set out in Section 3 Corridor-wide Guidelines and the relevant Precinct Guidelines, (d) be consistent with the staging and other identified thresholds for land use change identified in the Parramatta Road Corridor Implementation Plan 2016 – 2023 (November, 2016), and the Parramatta Road Corridor Urban Transformation Implementation Update 2021, as applicable, (e) contain a requirement that development is not permitted until land is adequately serviced (or arrangements satisfactory to the relevant planning authority, or other appropriate auth ority, have been made to service it) consistent with the Parramatta Road Corridor Implementation Plan 2016 – 2023 (November, 2016), (f) be consistent with the relevant District Plan. Consistency A planning proposal may be inconsistent with the terms of this direction only if the relevant planning authority can satisfy the Planning Secretary (or an officer of the Department nominated by the Secretary) that the planning proposal is: (a) consistent with the ‘Out of Sequence Checklist’ in the Parramatta Road Corridor Implementation Plan 2016 – 2023 (November, 2016), or (b) justified by a study (prepared in support of the planning proposal) that clearly demonstrates better outcomes are delivered than identified in the Parramatta Road Corridor Urban Transformation Strategy (November, 2016) and Parramatta Road Corridor Implementation Plan 2016-2023 (November, 2016) having regard to the vision and objectives, or (c) of minor significance. Note: In this direction the following documents are defined as: • Parramatta Road Corridor - the land adjoining and at least one block back from Parramatta Road, as well as Precincts that have been identified as a focus for future growth based on their different functions and character as identified on the Parramatta Road Corridor Map, with the exception of the land within the City of Sydney. The Map is on pages 14 and 15 of the Parramatta Road Corridor Urban Transformation Strategy (November, 2016). • Parramatta Road Corridor Urban Transformation Strategy (November, 2016) – the NSW Government’s 30-year plan setting out how the Parramatta Road Corridor will grow and bring new life to local communities living and working along the Corridor. • Parramatta Road Corridor Implementation Tool Kit – a suite of supporting documents to be used by councils, proponents and State agencies when making land use decisions in the Parramatta Road Corridor and comprising: o Parramatta Road Corridor Implementation Plan 2016 – 2023 (November, 2016) o Parramatta Road Corridor Infrastructure Schedule (November, 2016) o Parramatta Road Corridor Planning and Design Guidelines (November, 2016) o Parramatta Road Corridor Urban Amenity Improvement Program Report (November, 2016) • Parramatta Road Corridor Urban Transformation Strategy Implementation Update 2021 (July 2021) – supplements the Parramatta Road Corridor Implementation Plan 2016-2023 with additional implementation actions.
