Planning proposals must be consistent with the Wilton interim implementation plan.
Applies to: Land within the Wilton Priority Growth Area in the Wollondilly LGAWhen a council prepares a planning proposal for land in the Wilton Priority Growth Area, it must be consistent with the Wilton Interim Land Use and Infrastructure Implementation Plan and Background Analysis published on 5 August 2017.
This is a Ministerial planning direction under the NSW planning system that governs how land in the Wilton Priority Growth Area (in the Wollondilly LGA, on Sydney's south-western fringe) is rezoned or has its planning controls changed. Its purpose is to make sure any planning proposal for that area lines up with a specific government blueprint — the Wilton Interim Land Use and Infrastructure Implementation Plan and Background Analysis, which the Minister for Planning approved and published on 5 August 2017. That plan sets out the intended land uses, infrastructure sequencing, and planning principles for the growth area.
Relevant planning authorities (typically councils, or the Department/Planning Secretary) when they prepare a planning proposal for land within the Wilton Priority Growth Area in the Wollondilly LGA.
It is triggered when a relevant planning authority prepares a planning proposal for land in the Wollondilly LGA that applies to land within the Wilton Priority Growth Area (as defined in chapter 3 of the State Environmental Planning Policy (Precincts - Western Parkland City) 2021).
A planning proposal may be inconsistent only if the relevant planning authority satisfies the Planning Secretary (or a nominated Departmental officer) that the inconsistent provisions are of minor significance, AND that the proposal still achieves the overall intent of the Implementation Plan and does not undermine its objectives, planning principles and priorities.
Ties directly to the State Environmental Planning Policy (Precincts - Western Parkland City) 2021 (chapter 3 defines the Wilton Priority Growth Area) and to the Minister-approved Wilton Interim Land Use and Infrastructure Implementation Plan and Background Analysis. It replaces the previous Direction 7.6.
A planning proposal must be consistent with the Interim Land Use and Infrastructure Implementation Plan and Background Analysis approved by the Minister and published on 5 August 2017 on the Department's website.
This direction does not apply to Kiama. It is confined to land within the Wilton Priority Growth Area in the Wollondilly LGA, which is nowhere near the Kiama LGA. Kiama planners, applicants and certifiers can disregard it; it has no bearing on any Kiama DA or planning proposal.
1.8 Implementation of Wilton Priority Growth Area Interim Land Use and Infrastructure Implementation Plan Objective The objective of this direction is to ensure development within the Wilton Priority Growth Area is consistent with the Wilton Interim Land Use and Infrastructure Implementation Plan and Background Analysis. Application This direction applies when a relevant planning authority prepares a planning proposal for land in the Wollondilly local government area that applies to land within the Wilton Priority Growth Area (being the Wilton Priority Growth Area within the meaning of chapter 3 of the State Environmental Planning Policy (Precincts - Western Parkland City) 2021. Direction 1.8 (1) A planning proposal is to be consistent with the Interim Land Use and Infrastructure Implementation Plan and Background Analysis, approved by the Minister for Planning and as published on 5 August 2017 on the website of the Department of Planning and Environment (Implementation Plan). Consistency A planning proposal may be inconsistent with the Implementation Plan only if the relevant planning authority can satisfy the Planning Secretary (or an officer of the Department nominated by the Secretary) that: (a) the provisions of the planning proposal that are inconsistent are of minor significance, and (b) the planning proposal achieves the overall intent of the Implementation Plan and does not undermine the achievement of its objectives, planning principles and priorities for the Wilton Priority Growth Area.
