(2) A consent authority must not grant consent to development on land to which this section applies unless it has taken into consideration— (a) whether the proposed development will adversely affect the development and operation of a proposed metro station, including by impeding access to, or egress from, the proposed metro station, and (b) whether the proposed development will encourage the increased use of public transport.
