(3) Subsection (1) does not apply unless— (a) the period of temporary use for the development use does not exceed 24 months, and (b) the maximum capacity of the development does not exceed 300 students, and (c) the development has existing road infrastructure to accommodate a drop-off and pick-up zone, and (d) the development provides or has convenient access to adequate sanitary facilities for use by staff and students.
