(2) Development carried out by or on behalf of any person on land within the boundaries of an existing university is complying development if— (a) it is carried out on land in a prescribed zone, and (b) it is an alteration or addition referred to in subsection (1) that is carried out for the purpose of a change of use to another use specified in subsection (1), and (c) it complies with this section.
